ARCHITECTURAL AND DESIGN STANDARDS AND GUIDELINES The Redevelopment Area’s Architectural and Design Standards and Guidelines were approved by the Town Council on October 12, 2009. COMPREHENSIVE PLAN ![]() The Highland Redevelopment Commission developed a vision for the Redevelopment District that allows for a comprehensive approach to growth, giving the community an opportunity to look at all of the elements and put the pieces together in a systematic manner. LOOKING FOR ACREAGE The long term plan for the Redevelopment Commission is to relocate the public works building and Sharp Athletic Complex. We are currently looking for approximately 20 acres for ball fields and approximately 3 to 5 acres for public works. If anyone knows of possible acreage for these purposes, please contact the Redevelopment office at 219-972-7598 or email cpetro@highland.in.gov. EXPANSION OF THE REDEVELOPMENT AREA/ DESGINATION OF AN ALLOCATION AREA On June 25, 2008, the Highland Redevelopment Commission approved the expansion of the Redevelopment Area and designated the total area as an Allocation Area through Resolution No. 2008-10. The Allocation Area allows the use of Tax Increment Financing within the total Redevelopment area. The Highland Redevelopment Area was first created on May 28, 1997 and amended in August of 1997 by the Redevelopment Commission. The original boundary of the Redevelopment Area encompassed the downtown area only. In 2003, the Highland Redevelopment Commission (the “Commission”) amended the Redevelopment Area to expand beyond the downtown to include the North Kennedy business area. In subsequent years, the Redevelopment Commission expanded the boundaries to include areas on the east side of North Kennedy Avenue, areas northwest of the downtown, and areas on the northwest side of Indianapolis Boulevard. This year the Commission expanded the Area to include the Sharp Athletic Complex. With this latest expansion, the total Redevelopment Area includes approximately 201.48 acres.
