Meeting Minutes May 2, 2007 The Traffic Safety Commission met in regular session at the Highland Town Hall. Chief Hojnicki called the meeting to order at 1:59 P.M. Roll Call: Chief Peter Hojnicki, Highland Police Department John Bach, Public Works Director Sergeant John Banasiak, Highland Police Department Chief William Timmer, Highland Fire Department Town Councilman Bernie Zemen James DeGraaf, Highland Police Commission The Spring Creek I Condominium Association asked that the curbs in front of their fire hydrants be painted yellow. Mr. Bach will send a letter advising them that Spring Creek Drive is a private road, but that the Town has no objections to them painting the curb themselves. Mr. Mike Whitmore of 3943 Clough Street sent a letter suggesting the installation of “Noise Control Ordinance” and “Begin 35 MPH” signs on Cline Avenue. Mr. Bach advised that any “Begin 35 MPH” signs are inappropriate, but that a noise ordinance sign can be placed on Cline Avenue southbound north of Highway Avenue. Mr. Bach will forward Mr. Whitmore’s letter to the Indiana Department of Transportation, since they have jurisdiction on Cline Avenue, and a letter will be sent to Mr. Whitmore advising him of the Commission’s actions. Public Works Supervisor Jack Lannon forwarded a request from two citizens for the replacement of a “No Left Turn” sign on Ridgewood at Indianapolis Boulevard. A check of the accident history at that intersecton indicated that the sign is not warranted. On a vive voce vote, the Commission denied the request. On a motion from Commissioner DeGraaf, seconded by Mr. Bach, the Commission voted to replace the yield signs at the following locations with stop signs: Eder/Duluth Robin Drive/Prairie Avenue 4th Place/100th Street Erie Place/100th Street 4th Street/101st Place 4th Place/101st Place O'Day Drive/Highland Street Manor Drive/44th Street (both directions) Boulevard Drive/44th Street (both directions) Jewett Street/Liable Road Wicker Avenue/Johnston Street Jewett Street/Johnston Street Sergeant Banasiak inquired again about the installation of black boards at the back of the traffic signal on Ridge Road at Osborne Street for westbound traffic. Mr. Bach stated that such boards tend to act as sails if not specifically designed to handle the added windload. He will check with Midwestern Electric to see if this signal is capable of handling the boards. He will also determine if any signage is currently in place indicating “Signal Ahead” westbound on Ridge approaching the intersection. Chief Timmer made a motion to eliminate any and all exisiting yield signs in town and replace them with stop signs. Sergeant Banasiak seconded the motion, which passed on a vive voce vote. On a motion from Mr. Bach, seconded by Sergeant Banasiak, stop signs will be installed at the intersections of Orchard Drive and 38th Street and Lincoln Place and Parrish. Currently there is no signage at either intersection. Some discussion was held about a problem with customers parking on the sidewalk on 5th Street while shopping at Premier Liquors at 2950 – 45th Street. Since no immediate solution was found, the Commission tabled the issue pending further study. Mr. Eric Gossler of 2621 – 37th Street had sent a request for the installation of stop signs on Lincoln Street at Hook Street and at 37th Street and Hook Street. The Commission voted vive voce to deny the request for a stop sign on Lincoln Street. Mr. Bach volunteered to conduct a warrant study for the intersection of 37th Street and Hook Street and report back to the Commission next month. Councilman Zemen had received a letter from Connie Stein requesting signs prohibiting motorized vehicles on the dike at the Little Calumet River and strict enforcement of the ban. Mr. Bach stated that he believes that signage is part of the project currently under construction. He will check with the Army Corp of Engineers to determine if they intend to install the signs. There being no further business, the meeting adjourned at 2:58 P.M. |
