§ 213.80 PLAN COMMISSION.
There is hereby established an advisory plan commission to be known as the Highland Plan Commission.

§ 213.81 DEPARTMENT OF REDEVELOPMENT.
(A) There is hereby established a Department of Redevelopment of the town. The department will be controlled by a board of five members known as the Highland Redevelopment Commission.
(B) Pursuant to I.C. 367141 through 3671444.2, all of the territory within the corporate boundaries of the town will be a taxing district to be known as the Redevelopment District of the Town of Highland for the purpose of levying and collecting special benefit taxes for redevelopment purposes as provided in the Act. The Council members find and determine that all of the taxable property within the special taxing district will be considered to be benefited by the redevelopment projects carried out under the Act to the extent of the special taxes levied under the Act.
(C) The Highland Redevelopment Commission shall consist of five members, two of which shall be appointed by the Council members and the remaining three members to be appointed by the President of the Council members.
